Client says Examiner charged her $450 but gave her completely incorrect results.

Summary per Client: Client wanted to prove to her boyfriend of 14 months that she had never cheated on him.

Examiner is also some sort of a social worker, and he told Client about other cases of his. Client said that Examiner talked and talked and talked about his own personal life and about other person's polygraph tests. Client said she wanted to interrupt him but thought he may not like that. Examiner told her Client seemed to be 'pretty honest'. Examiner told her to lie on certain questions he would be asking her during the test. Examiner asked if she had ever lied about 'anything big' to someone who trusted her; she said no, but he told her to say Yes to that during the test.

Examiner told her that she failed all questions about being faithful to her boyfriend. Client said she 'was floored'. She said she felt like she was set up.

Complainant says (his exact words) "I went to take a test. The examiner, who said he had 9 years of experience, said I failed. I told the examiner I would go to a private examiner with more experience then him to show his test was wrong. The county examiner said that private examiners are no good because they give you the exact results you pay for."

Many private examiners came from prior government service upon retirement. We will watch for this examiner's business to begin.

Government examiner's credibility took a hit not long ago when a major police department's examiner failed a gang member for the extreme beating of a Dodger baseball fan. A private examiner shortly later passed that same examinee-- and soon afterward the actual criminal was found.

Arrested for teaching persons 'how to beat' a polygraph examination

Douglas Williams, 69, of Norman, Oklahoma, was charged in a five-count indictment in the Western District of Oklahoma with mail fraud and obstruction. According to allegations in the indictment, Williams, the owner and operator of Polygraph.com, marketed his training services to people appearing for polygraph examinations before federal law enforcement agencies, federal intelligence agencies, and state and local law enforcement agencies, as well as people required to take polygraph examinations under the terms of their parole or probation.
The indictment further alleges that Williams trained an individual posing as a federal law enforcement officer to lie and conceal involvement in criminal activity from an internal agency investigation. Williams also allegedly trained a second individual posing as an applicant seeking federal employment to lie and conceal crimes in a pre-employment polygraph examination. Williams, who was paid for both training sessions, is alleged to have instructed the individuals to deny having received his polygraph training.

Summary per Client: Client asked local police for a local examiner, was given Examiner's phone number. She paid Examiner $450 cash to test a person about child pornography. When done, told client he would email report, adding that 'nothing is binding until the report is written'. Said he was arrogant. 90 days has passed, no results, no report. Client has made 'countless calls', never answered and no return call. The website listed on Examiner's business card is not working.

Note: More calls, Examiner answered. Said he would immediately email the report. Days later, still no report.

Note: Website dotcom listed on Examiner's business card is listed as unowned and is available for purchase.

Examinee says he shouldn't have failed-- then evidence arrives that supports the fail

One roommate wanted another tested. Roommate had a large amount of cash stolen from two different places in his bedroom the same week. Roommate B denied taking it. During a polygraph exam, Roommate B had very large responses on all relevant questions on all of the many charts conducted, indicating DI (fail).

Later, when rent was paid, Roommate B was said to have paid using marked currency from the thefts.

Summary per Client: Client went with Husband for exam. Found Examiner in pay-per-click section, wondered why her website didn't also show with others in 'regular' searches. Nowhere on website does Examiner identify herself or give her name, so no research could be done by client before using Examiner. Paid Examiner $400. Said Examiner was rude. Claims that examiner would not assist with her complaints that the arm cuff was way too tight and making her squirm. Examiner left building with chair and equipment when done. No report in two days despite website saying same day or within 24 hours.

Note: 48 hours after exam, still no report. Apparently Examiner is a new examiner, her website domain was registered only a little more than a year ago-- but adding to the lack of confidence client now has, the web domain was registered completely anonymously using the secretive Domains By Proxy service that hides the ownership of a dotcom address.

BlueLaw International is an international consulting firm providing technical services in criminal justice, rule of law, security sector reform, national defense education, and democracy and governance with active contracts with State/INL, USAID and the Department of Defense. Under BlueLaw’s National Security Practice is a growing Polygraph and Background Investigations Division which includes a $59 million IDIQ polygraph examination support contract.

Position Summary
In support of its five-year Polygraph Examination Support Services contract, BlueLaw International seeks qualified federal polygraph examiners to conduct Law Enforcement Pre-Employment (LEPET) exams in the Southern Border States. Over a five- year period, estimated work on this contract is as many as 5,000 – 7,000 exams annually. To meet this requirement, BlueLaw anticipates hiring an additional 50 examiners over the next year. All examiners are required to go through a background investigation and participate in an eight-day training/internship on the LEPET exam prior to conducting exams. Initially all positions will be part-time, however, BlueLaw anticipates offering an option to transition to full-time based on excellent performance. Level of effort is flexible based on examiner preference. BlueLaw will schedule all exams and provide all equipment. All exams will be conducted at BlueLaw facilities. Qualified examiners anticipating availability to work between now and September 2015 should apply.
Immediate Recruiting Needs
BlueLaw is currently seeking examiners able to start as early as Oct 1st, 2014 with availability to work between Oct 1st and Dec 31st. Exams will take place in Houston, TX and/or San Diego, CA. A daily travel stipend is available for those not local to these areas.
Minimum Qualifications
·         US Citizen
·         Federal Polygraph Examiner certified with the National Center for Credibility Assessment (NCCA)
·         Conducted a minimum of two-hundred (200) polygraph examinations
·         Two (2) years of experience as a polygraph examiner; and
·         Current on NCCA continuing education requirements including completion of 80 hours of continuing education every two years
·         Ability to pass a government background check. Minimum requirements include:
o   No felony conviction in last 36 months (must report all arrests and investigations as well)
o   No illegal drug use or prescription misuse or abuse in the last 12 months
o   No misconduct including professional misconduct (e.g. fraud) in the last 12 months
o   No substantial credit issues (e.g. bankruptcy)

You don't need to pay $100 just to find a polygraph examiner in your area!

Examiners are available nationwide, usually only requiring a Google search to locate them.

But some citizens have reported that they paid a 'polygraph matchmaker' service $100 to 'match them up' with an anonymous examiner in their area, then were not able to get the $100 back when they chose not to use that examiner. The matchmaker does not give the name of the examiner or the examiner's contact information or even the city the examiner is really based in until after the $100 is paid. Not all examiner personalities and other details are a good match in such a 'paid blind date'; some examiners might even have past complaints.

Don't throw away $100!  PEOA (www.peoa.us) gives free nationwide examiner referrals to clients every day. Mexico and Canada too. Or use Google by typing in Polygraph Examiner (big city nearest you), or call 818 883-6969.

In this economy, paying $100 for something you can do for free can be avoided. It also lets you Google the examiner's name before spending a cent!

YELP! auditors are now more knowledgeable about the lie-detection profession and are filtering out suspected fake positive comments faster.

There are Examiners known by members of our profession as posters of fake positive reviews about themselves and as posters of fake negative reviews about others in their profession.

Complaint 1. Polygraph took client's money, gave opposite results that other examiners gave on same questions, then refused to give a written report. Then examinee admitted things to client that would not have allowed  examinee to 'pass' if she had been tested using Client's questions.

Summary per Client: Client's spouse failed tests issued by two examiners. Client and Examinee went to a third examiner. Client returned, when asked how his spouse did, Examiner 'shared a knowing look' with Examinee then said "She passed".

A written report was asked for, was told no, yet Examiner does issue written reports.

Follow-up per Client : Examinee admitted to Client things that would not have allowed examinee to 'pass' if she had been legitimately tested using Client's questions.

Increase in calls looking for a 'guaranteed pass' exam

Perhaps it is the hot weather, but there is a noticeable increase in calls looking for a 'guaranteed pass' exam. Almost always it is for  a cheating or relationship exam.

Recent area codes include 213, 310, 323, 404, 805, 909, and 917. One claimed to already have an agreed-in-advance pass from one examiner-- but he was looking for an examiner that would take a lower bribe!

Secret list revealing which type of callers are least likely to actually hire a polygraph examiner!

All calls from potential clients are taken seriously. But busy Examiners can value the following statistical data.

PEOA's 200 websites typically receive dozens of calls per day for examiners nationwide. Approximately 70% of all callers actually have an exam conducted within 30 days of their call. Careful records for many years are maintained as to details of the each intake call and to its follow-up. A lengthy detailed list of which type of callers actually hired vs those that were just time-wasters is sent each year to PEOA members; here is just a few pieces from the list. All callers are important, but which are least-likely to actually become a client that month?

Partial list of caller-types of which less than 10% actually have an exam conducted that month:
1. Callers from blocked numbers.
2. Callers who ask 'Is there a charge for the exam?"
3. Callers where the caller is crying.
4. Requestors who send a lengthy e-mail about their situation instead.
5. Callers where a baby can be heard crying in the background.
6. Callers that introduce themselves as 'Mister' _____ .
7. Callers who say that they are calling for a friend.
8. Callers that call-back several times the same day.
9. Callers that call from one phone number but ask you to call them at another phone number.
10. Very-late-night callers.
11. Callers who say "Price is no object" (usually just trying to scare nearby girlfriend)
12-23. (On list available to participating PEOA members only)

Of even more value is the list of caller-types of which 80% or better actually had an exam conducted that month. This allows that more phone time could actually be spent on these proven usually more-likely serious clients. That list is only available to participating PEOA members.

Michael Masokas, CRT
Mike has been employed by John E. Reid & Associates since 1982 and has been the Director of the Services Division since 1988. He has a Master of Science degree from Reid College, a Bachelor of Arts degree in criminal justice from St. Xavier College, is a licensed Private Investigator, and is certified in The Reid Technique. In addition to overseeing all of Reid and Associates' investigations, Mike has personally conducted over 18,000 interviews and interrogations. How PEOA nearly doubled its closure rate on polygraph referrals during the past 18 months!

In the past, PEOA had often used a 'group-wide' posting approach, putting out most requests for exams to the entire group at one time.

Although successful, sometimes too many examiners would make contact with an interested party-- some even from nearby states using extra high price quotes! Citizens sometimes would call PEOA again to ask "What is the difference in the quotes I am receiving, from $300 to $2000 for the same thing?".

PEOA returned to referring only to its members within 100 or so miles from the requester's location, and closure (referrals that become paid exams) nearly doubled.

4 complaints about polygraph examiners, recent closing period, California

Complaint 1. Polygraph examiner used a widely-avoided 'method' instead of an accepted technique. His reported results were shortly later found to be badly wrong.

Summary per client: Client wanted many many questions to be asked of his wife. All questions were about relationship and infidelity; both of the long-married couple claimed to only have had any sexual contact with the other during their entire lifetimes. Questions were very exacting. Most polygraph examiners would advise that they had way too many questions for polygraph.

Instead, Polygraph Examiner said to quickly cover this many questions, his technique was called 'The Statement Method', and he would have Client and wife write a lengthy multi-page sworn statement that wife would sign to be true at end of statement. Written, Examiner would only ask her during the exam about the 5-page statement: "Did you tell any lie on this statement?" "Did you tell only the truth on this statement?".

When done with the exam, Examiner advised Client that his wife had passed with 'flying colors', with no deception indicated. However, shortly later, the wife confessed to her husband that she had lied during the exam on 28 of the items listed in the 5-page document-- the document that the Polygraph Examiner had said she completely passed.

Follow-up per Client, 1: Client contacted Polygraph Examiner and told him about the 28 previously-passed items being confessed to, and that other Examiners advised that this 'Statement Method' was inaccurate as it does not directly ask about the relevant questions. Client says Examiner got defensive and asked Client 'what technique he later used'-- Client told Examiner "My wife's own confession that you passed her even though she lied on 28 items".

Follow-up per Client, 2: Client had a proper polygraph exam administered elsewhere. Examinee failed on questions including having sexual intercourse with a specific person from her past. Later that evening, she confessed to her husband the details of long-hidden activity.

The marriage is being repaired now that their are no more secrets.

Note: If an exam allows more than 4 relevant (client-written) questions, it is not following any standard of training.


Complaint 2. Polygraph examiner conducted a test when it should  have stopped, then gave worthless results and no refund.

Summary per Client: Client was being tested himself. He paid in full and began exam. Polygraph Examiner told Client that he had no EDA/GSR activity at the finger tips of his right hand (slang referred to as 'sweat', the green line on a computerized instrument), showing Client the lack of EDA activity on the computer screen.

Making no changes, Examinee administered the exam with no EDA/GSR activity. When done, she told Client: "Still no EDA. I'm 50% on passing you, 50% on failing you. But without EDA, I really can't tell". Yet no refund was given.

Follow-up per Client : Client had a proper polygraph examination administered elsewhere.

Note: Examiner failed to follow proper steps with the lack of EDA. First it must be verified the Examinee is not dehydrated. Next, she should have had the examinee wash his hands, then try again (oil/lotion/anti-perspirant on fingers can interfere). If that didn't work, then change the EDA leads to the fingers of the left hand. Then if that didn't work, properly trained and experienced examiners know to use white gel 'stickies' on the palm of the hand, using 'gsr snap leads' available for all instrument brands. The lack of refund added together with her testing without the most-important tracing (Polyscore computerized scoring algorithm shows EDA to be of higher importance than any other tracing) is fraud and a rip-off. If California had licensing, this examiner would be in trouble.


Complaint 3. (A) Polygraph examiner provided no report after many days of many telephone requests about its promised overnight issuance. (B) Polygraph examiner allowed 10 relevant questions written by Client to be used in the single exam.
